D. Thomas Stearns is an alliance partner to Rv3 Solutions and has supported team members for more than two decades. With over 40 years of experience as a land planner and landscape architect, Tom leads land development due diligence and site assessment efforts across Rv3’s national design-build and advisory assignments. He plays a key role in evaluating site feasibility, shaping entitlement strategy, and helping position projects for successful execution.

Tom’s experience includes large-scale master-planned developments and complex corporate assignments throughout the domestic United States. He has supported many fortune 500 large corporate campus assignments involving office, manufacturing, industrial, and research & development uses. A licensed professional planner and landscape architect, Tom brings deep expertise in federal, state, and local land use regulations, along with a strong track record of navigating governmental approvals and delivering practical, execution-focused solutions.
