Lebanon, NJ — February 17, 2026 

Rv3 Solutions today announced a strategic collaboration with its affiliated entity, The Social Enterprise Group (SGA), to finance and develop a new generation of master-planned Integrated Living Communities across the Mid-Atlantic and Southeastern United States.

The initiative represents a scalable, integrated development platform designed to address the growing shortage of housing and support infrastructure for adults with special needs. The collaboration will focus on identifying communities in need, advancing public-private partnership opportunities, and deploying capital into developments that combine supportive housing, workforce training, and community-based services.

Rv3 Solutions will lead financial structuring and development underwriting, while The Social Enterprise Group will contribute its expertise in mission-driven community development and capital deployment in underserved markets. The initiative is led by Elizabeth Hershibine, Vice President of Rocky Mountain Advisors, an affiliate of Rv3 Solutions, a former educator and parent of an autistic daughter, whose work is focused on advancing solutions for individuals with special needs and disabilities. Jerry Moore, CEO and President of Rv3 Solutions, is overseeing site identification, stakeholder engagement, and partnership development.

“We think of these as Integrated Living Communities—designed to provide special needs adults with the ability to live independently while being supported within a thoughtfully planned environment,” said Hershibine. “These communities are structured as planned unit developments that integrate housing, life skills training, workforce development, and meaningful community engagement.”  Hershibine further noted that a key component of the model is an integrated, age-in-place framework that supports individuals and families across a spectrum of needs, including supported living apartments, family housing, and facilities for life skills development and job training.

In select rural markets, the development team is evaluating agritourism-oriented components as one potential model, including small-scale agricultural operations and community-based retail uses to create special needs employment opportunities and support local economic activity.

According to Jim Reeb, Managing Principal of The Social Enterprise Group, the initiative addresses a critical gap in the market. “Special needs housing is often an afterthought, despite growing demand,” said Reeb. “This platform serves both a social good and a real community need.”  Demand continues to increase due to rising autism spectrum diagnoses and a growing number of families seeking long-term, integrated living environments, while municipalities face pressure to meet affordable housing obligations.

The partnership has identified six initial pilot communities and is actively engaging local stakeholders to refine the model and advance implementation.
